The project of publicity of road construction project expenses is summarized

NRSC is summarizing the activities of “Issues of publicity and public control of road construction” monitoring project.

Within the framework of this project, we have monitored the websites of the institutions: the former Ministry of Transport, Communication and Information Technologies mtcit.am and Transport Projects Implementation SNCO, tpio.am. The purpose was to find out the extent to which the therein published information is public, available and attainable to the public at large on the example of the North-South project.

Through monitoring, we have found out that elementary publicity on websites is somewhat secured, but the information is not particularly accessible and cannot be considered from a public oversight point of view. The problem is that this information is often fragmented and is not comparable. Our monitoring findings, conclusions and suggestions summarizing these and other issues have already been presented to our partners in responsible agencies of the sector with whom we have closely cooperated throughout the program.

By the way, due to changes in the structure of the government, the responsible body of the sector has changed. Instead of the Ministry of Transport, Communication and Information Technologies, the road management program from now on is implemented by the Ministry of Territorial Administration and Development, with whom NRSC experts have already managed to meet and present the program with its goals and objectives.

We have also presented the publicity form of road construction expenses to our partners developed within the framework of the program taking into account all the issues we faced during the monitoring process. The goal is to publish basic information for a broad public in an accessible and coordinated way to fill the gap that exists on the online platforms today.
